She's what you call "ascended fanon", like Jewel the Beetle or Whisper the Wolf. They're all fan characters but because they're in an officially licensed Sega comic, they're considered "canon". That said, tangle is actually not this bad in the comic. In the comic, she's just hyper and totally gay for Blaze the Cat and later Whisper the Wolf. That's about it.
