Probably because it seems to lack the aggression of the Arbok-musu, or the ambition and Leaf Stone producing skills of the Victreebel-musu. Comparatively, it appears that the Slugma-musu's danger is more passive, since while it's normally very hot, it can moderate its body temperature.
