i'm not completely innocent when it comes to looking at this stuff but if it helps i normally go to these comics/gallery's to read the comics and for the story.

The age of sexual maturity would be younger (check) 2. Their legal age for things would also be younger (which would explain why 10-year-olds in that world do what they do) and 3. To them, this is not messed up to us it is.
Also, it could be worse, it could end with them being knocked up because of this encounter
