I mean, while Fusion CAN happen by accident, I imagine that in a universe where gems are regularly capable of having sex (without opening a detailed and complex biology book to figure out what the heck they're shapeshifting to create), they would probably also be capable of doing it without necessarily opening the deep in-sync emotional bond that leads to accidental fusion.
