Not really, it makes sense. This follows the same logic as Dog years VS Human years. While in human years a dog may be 14, in dog years they are elderly and close to the end of their life
Cats can reproduce before they are one year olds, humans have a legal age. If met in the middle the age is 9 to 11 therefore dictating that flora is legal and court is not necessary.
