In the original zootopia plot, Nick was the main character. In this version of the movie, predators had to wear special collars called "tame collars". These collars where made so that prey could feel safe around large predators by shocking them whenever they got mad.
Now, if you look at the page where Nick's mom (at least I think it's Nick's mom) is laying in a field. She has, what looks like, a tame collar around her neck.
