Time may as well not have stopped in the user's immediate presence, as air and light continue their normal motions, and objects react to the user's touch, for example: Skin feels like skin and not stone. The consciousness of anyone not in possession of a similar chrono-manipulation device does not enter the frozen moment alongside the user, and as such is unable to act or mentally record anything that happens within it. In theory, if the user was near an active camera and its storage medium, the camera would record everything it saw.
